"ARTEMIS Mission Italy", international guest experts in Rome as part of the IAEA programme

13 October 2023

On Tuesday 10 October, the ARTEMIS (Integrated Review Service for Radioactive Waste and Spent Fuel Management, Decommissioning and Remediation) mission concluded its work, which began on 2 October, as part of the IAEA (International Atomic Energy Agency) activities, with the presentation of the report prepared by international experts from various IAEA member states.

The ARTEMIS mission, in the framework of Directive 2011/70/EURATOM, aimed at conducting a peer review of the National Programme for Radioactive Waste and Spent Fuel Management, submitted by Italy in 2019 and updated in 2023.

For Italy, the mission was requested by the Italian Ministry of the Environment and Energy Security (MASE), with the support of the Programme's main implementing bodies: Sogin, the Italian National Inspectorate for Nuclear Safety and Radiation Protection (ISIN), the Italian National Agency for New Technologies, Energy and Sustainable Economic Development (ENEA) and the Joint Research Centre in Ispra (Varese). ISIN was in charge of coordinating the activities.

The ARTEMIS team included six experts from Canada, the United States of America, the United Kingdom, Slovenia, Lithuania and France, and three members of the Agency's staff.

During the 10-day mission, initiated by the mission's Chief Liaison Officer, Mario Dionisi Technical Coordinator of ISIN's radioactive waste service, numerous topics were addressed, from the Italian national policy and strategy for radioactive waste and spent fuel management to applied technical solutions and safety aspects.

The ARTEMIS team's conclusions recognise the professionalism and attention shown to the issues addressed by Italy, with a proactive approach and maximum sharing. The experts offered several suggestions, recommending the timely approval and implementation of the National Programme, and the training and development programme for nuclear professionals, established in Italy between several organisations, was identified as good practice.

Concluding the proceedings, the CEO of Sogin, Gian Luca Artizzu, thanked the members of the ARTEMIS working group and his Italian colleagues for their valuable work, and emphasised that Sogin would be committed to implementing the recommendations and suggestions received for the development of the company's future projects. Together with Sogin's CEO, the closing session was attended by representatives of the remaining Programme Implementers, Mariano Giuseppe Cordone, Head of the Nuclear Installation Decommissioning Monitoring and Control Division of the MASE, Maurizio Pernice, Director of ISIN, Gilberto Dialuce, President of ENEA, and Paolo Peerani, Head of the Ispra Operational Nuclear Decommissioning and Waste Management unit of the Ispra (VA) research centre.

For Sogin, Annafrancesca Mariani, Francesco Ranù and Francesco Troiani, took part in the working group, supplemented in specific sessions by Flaviano Bruno, Giorgio Mingrone, Federica Pancotti and Stefania Uras, while Nucleco President Nadia Cherubini participated for ENEA.
